hardware: Use gated sensor power rail for RHT03

Turns out the communication problems with the RHT03 were entirely caused by
the filtering capacitor on its data line being too high for the data line
voltage (3.3V). Reducing it from 100nF (which was given by the data sheet,
on the assumption that the data line would be 5V) to 22pF fixed everything.
The sensor now works reliably even after being power gated.
