Change Math<T>.Float*() methods into properties.

The Math<T>.FloatRadix(), Math<T>.FloatDigits(), and Math<T>.FloatRange()
methods don't do anything with their parameter values; the use of a parameter
is a "holdover" from the original Haskell translation, and don't make sense
within C#.

Turn these into properties, as they're declarative for the type T.
