OMAP4: fix warm reset via DPLL_ABE work around

If DPLL_ABE is idle during a WRST operation then the next boot will hang
during kernel decompression.  Work around for this is to enabled DPLL_ABE
(either locked or in bypass) during reboot sequence.  Currently no silicon
errata exists for this issue; issue appears to be a bug in PRCM DPLL
hardware block.
